Cannabis is set to be legally available across Canada on October 17th. Legalization will address many of the shortcomings of the current policy framework, but will in turn create a series of new challenges.
Will the policies that Canada’s governments have proposed adequately balance these tradeoffs? How will we know what is working and what isn’t? What will we need to keep an eye on?
